Skills points are strictly defined by character level, you can't edit them directly, you have to edit the level, at least that's what i think/found out.

Characters are saved in the registry (Computer\HKEY_CURRENT_USER\Software\Eleventh Hour Games\Last Epoch) in key named something like "1CHARACTERSLOT_BETA_1_h...."
The character level is in the beginning of the value, you can edit it easily that way. Editing number of skill points left (at the end of the value) doesn't work.

Money is a basic 4 Bytes value and can be modified with ease.

That's what i found so far

Edit : also about character saves, to save a character you have to export the registry node i given the link before and import it to restore it, kinda original method to backup saves

Yea skill points is tricky because i think it counts the ones you spent and does compares,etc. I didn't bother with it since its unity and there are so many other fun things to edit/adjust.
