No, the Vampire Regen doesn't seem to actually kick on. The only requirement it has is: data "EnabledConditions" "not IsInSunlight(context.Target) and not HasStatus('DAMAGE_DEALT_RADIANT',context.Target)" I guess after you've also applied your tags, just to verify... were you not standing in sunlig...
